Eligibility criteria

The eligibility criteria shown on the SAJE website are for illustrative purposes only. Please refer to the Quebec Portal website for more information. Your Emploi-Québec officer is the only person who can determine your eligibility.

  • Be on employment insurance or have been on it in the last three years and be currently without work or be a participant in an employment assistance program.
  • Be legally eligible to work in Canada.
  • Demonstrate an interest in becoming a self-employed worker and have the capacity to do so (expertise relevant to the project).
  • Have a sufficiently concrete project to be ready to start a business in the short term.
  • Be free from any bankruptcy judgment, not be involved in any lawsuits or other legal disputes.
  • Contribute financially, that is, make an investment that is deemed to be sufficient.
  • For the entire time during which financial assistance is received, commit yourself full-time to the business start-up.
  • Agree to be monitored by SAJE during the development and implementation of the project.
  • Receive no income replacement from the CSST or the SAAQ.
  • Demonstrate, when working with partners who are not eligible for the self-employment support measure, that you are in control of the business and that you own at least 51% of the business assets.

Financial support

If your project is accepted, you will receive, as a promoter, a weekly salary equal to minimum wage for a maximum period of 52 weeks. This allowance is in addition to the business income generated by your business during this period.


If your project is accepted, a specialized entrepreneurial development consultant will support you in the pursuit of your project for two years. You will receive management advice and assistance in the start-up of your business. You will also benefit from an 11-week course, Business Start-Up, followed by the 20-week course Consultative Selling. These courses will give you the knowledge you need to draw up your business plan and acquire new tools to get more contracts. Finally, you will have access to workshops on a variety of specific topics for the development of your business.

  • CV of each promoter
  • If you were born in Quebec, original long-form birth certificate (8 1/2 x 11) and your health care card.
  • If you were born outside of Canada, your citizenship or residency card, your CSQ (Certificat de sélection du Québec) AND your birth certificate.
